Wisconsin Roads and Infra-Structure

Mike Marsden, Chairman of the Town of Grand Chute, explained that he was hired to be the Outagamie County Highway Commissioner in 1975.  After three months, he was asked to get going on the Tri County Expressway.  A map that was prepared in 1960 outlined some roads that were never developed and some like the Tri County Expressway that were to be constructed.  The only property for this highway that was never set aside was a strip of land from Kimberly Avenue to the river.  Calumet, Outagamie and Winnebago Counties came together for this project.  In 1980, they still had no idea whether this highway would be a state trunk highway since there were still problems with the state.  In 1981, a group of people met with the Secretary of the State Department of Transportation in Madison to discuss the Tri County Expressway.  The Secretary thought it would be wise to give the land back to the farmers since there was no state or federal money available.  In 1986, the Tri County Express was designated at the State Truck Highway Systems as State Trunk Highway 441.  This changed the design of the road to an expressway.  The area between Kimberly Avenue and the river needed some drainage work.  Since the people never thought this road would be built, they had gardens, sheds, ball diamonds, etc. located in the area designated for the highway. Outagamie County bought the land for the highway as it became available.  After 34 years of planning, the Tri County Expressway opened in 1994.  Unfortunately, some ramps were not constructed in Winnebago County near BB and Hwy 41.  These ramps as well as a second bridge across the river are being developed at a cost of $250-300 million.  The Tri County Expressway took a lot of time, money and legislative and business community support.  A draft of the 2030 comprehensive land use plan for the Fox Cities is now out.  This plan will help in the development of sewers, water, streets and other infrastructures.  Wisconsin has two mechanisms for constructing highways – gasoline tax and motor vehicle registration.  Every other state around us has 4-6 revenue streams.  One penny added to the gas tax equates to about $33 million per year.  It costs a lot of money to operate equipment and construct anything petroleum based.  It takes about 5-7 years to get a project ready to bid.  The State of Wisconsin does not own any highway maintenance equipment.  The counties maintain all state trunk highways by contract with the state.  Currently, they are working on making Hwy. 41 an interstate highway.  This will bring more traffic, greater construction standards and more federal funding. In the next 4 years, all bridges will be raised by 2’ (17’ clearance).

·       The Reverse Raffle will be held on Tuesday, May 13 from 6:00-9:00 p.m. at Fox Valley Technical College.  The proceeds of the 2008 Reverse Raffle will benefit the Etta Project, the 2007/2008 and the 2008/2009 Every Rotarian Every Year campaign, the Fox Cities Rotary Multicultural Center, SAMP and the Community Service Fund.  We are in need of silent auction items (please contact Nancy Johnshoy) and corporate/individual sponsors (please contact JoEllen Wollangk/Tonya Dedering).  Tickets cost $100 which admits 2 adults and will be available at next week’s meeting.
