OUTAGAMIE COUNTY

SHERIFF’S DEPARTMENT

Brad Gehring, Outagamie County Sheriff, discussed how the County is embarking on a community awareness program.  The current justice center opened in 1992.  At that time, it was thought that this faculty would meet the needs of Outagamie County for 17 years.  It is a 556 bed facility but you cannot have an offender in every bed.  Correctional facilities operate at 80% capacity because of the individuals that come right from the street such as drugs/alcohol issues, mental health issues, predatory, gang affiliations, etc.  Since 1992, they have had a number of state inmates in the facility.  In 2004, Outagamie County had 7,913 persons booked and in 2007 they had 8,427.  They have 64 full-time corrections officers, 5 clerks and a number of supervisors that work in the facility 24 hours a day.  In 2007, the average daily population of locked-up adults was 305 which excludes Huber, state inmates and juvenile inmates.  The average annual increase from 1995-2007 is 8.96%.  They are near capacity at any given day depending on the number of bookings. Alternatives to incarnation include those on Huber Law – individuals who can leave the facility wearing an ankle bracelet with a GPS unit for up to 12 hours a day to remain gainfully employed or seek employment as long as they demonstrate that they are responsible and follow the rules.  There is a 95% compliance rate with these units.  In 2004, a Day Report Center was established with Family Services of Northeast Wisconsin for those who do not live in Outagamie County.  In 2007, the average length of stay was 33 days for Day Report Center inmates, 33 days for GPS, 36 days for Huber, 16 days for lock-up and 67 days for state.  In 2007, the daily average cost per inmate was $8.43 for GPS, $27.12 for DRC, $44.06 for Huber, $51.35 for lock-up and $4.35 for state.  In the 1970’s the State of Wisconsin adopted a policy that required community corrections to reimburse counties at a rate of $40.00 a day to compensate them for housing individuals that were placed by community correction in their jails.  These funds have been fixed since the 1970’s.  Outagamie, Calumet and Winnebago Counties are discussing a regional jail.  Counties can gain efficiencies by working together.  Currently, there are no regional jails in the State of Wisconsin.  If a regional component is not worked out, Outagamie County will need to construct a $60 million 400 bed lock up facility expandable to 800 beds with initial operational costs of about $4 million.

LEADERSHIP AWARD

The mission of the Recognitions Committee is to identify, evaluate and honor exemplary Rotarian and Non-Rotarian community leaders who have distinguished themselves in one or more of the Rotary Avenues of Service.  Jeff Knezel from the Recognitions Committee presented Carol Busey with a Charles and Adele Heeter Outstanding Community Leadership Award accompanied by a $1,000 donation to the Rotary International Foundation in Carol’s name for her total commitment to the Sharing Around (the World) Medical Project and her dedication to community service.

ALL AMERICAN CONCERT

The reserved tickets for the Fox Valley Symphony's All-American Outdoor Concert on June 14, 2008 at the Fox Cities Stadium are sold.  If you have not yet paid for your tickets, please submit your payment to Kathy Dreyer as soon as possible. Members attending in the reserved patio seating should plan to arrive at the stadium at 5:30-7pm for dinner and visiting with club members. Those who are involved in the baseball clinic will need to arrive by 5pm and register independently. Tickets will be available from Kathy.  The Family of Rotary Committee will bring the food vouchers the day of the concert and coordinate food per table at the event since they are in $40 increments. Tickets for the event are still available through the Fox Valley Symphony and Timber Rattlers Box Office.

 

 

MAY SAMP PACKING

Packing, Pizza and 20 Phenomenal People:   The Family of Rotary Committee is looking for 20 good men or women for a night of SAMP packing:  Tuesday, May 27 at 5:30-8:00 p.m. at the Goodwill Industries located at 1351 W. Spencer Street in Appleton.

 

The challenge:  10 Rotarians who have never packed before, and 10 more Rotarians who are veteran packers (i.e. at least once before).   More than 20?  Even better!

 

The reward:  Pizza, refreshments and a night of goodwill and better friendships.  The pizza party will run from 5:30-6:30 pm, with packing to begin at 6:30. 

 

SAMP may likely not occur in the hot summer months so this could by the last chance to help until the fall.  Sign up at the Reverse Raffle or meetings beginning May 6.

 

Note:  Childcare will NOT be provided this time (no takers in the past).  Children under 18 cannot pack.  

 

 

REVERSE RAFFLE NEEDS YOUR HELP!

The Reverse Raffle is only 2 weeks away and it will not succeed without your help.  Without sponsorships, silent auction items and members purchasing tickets, we will be unable to contribute as much money to the five initiatives (Etta Project, the 2007/2008 and the 2008/2009 Every Rotarian Every Year campaign, the Fox Cities Rotary Multicultural Center, SAMP and the Community Service Fund) as intended.  This is our club’s only fundraiser.  The last number drawn will win $3,000 unless the remaining 5 ticket holders decide to split the proceeds.

DISTRICT 6220 CONFERENCE

We look forward to welcoming you to our District Conference here in Marquette, Michigan May 16-18, 2008.  We offer interesting plenary sessions and superior recreational opportunities for your “OFF” time.  Take a tour of beautiful Marquette, do some shopping or take a relaxing walk on our beautiful Lake Superior beaches.  You could play golf, rent a bicycle or visit the National Ski Hall of Fame, Iron Mining museum, Children’s Museum, Maritime Museum and Lighthouse or the Marquette County Historical Museum.

 

Following the plenary sessions of Friday there will be a Cocktail Hour and an Action Station Dinner (Tastes from Around the World) at Northern Michigan University.  President Les Wong will welcome us all to Northern Michigan University.  The highlight of the evening will be a promised special RYE variety show.

 

After the plenary sessions of Saturday morning and luncheon you can explore our City.  In the evening put on your “dress-up clothes” for an elegant Governor’s dinner at Northern Michigan University.  This is preceded by a 5 pm Cocktail Hour with elegant music by Luminesse, the entry and Presentation of colors led by the U.S. Coast Guard and a parade of Past District Governors. Our featured speaker for Saturday evening is Sarah Houghton, a former RYE student, who will tell us the background of what, how and why of the Etta Projects and what lies ahead for them.  Dance the remainder of the evening to the lively music of the Westerly Winds Big Band.  Sunday morning will have the Ecumenical and Memorial Service directed by Pastor Ray Connor.  This will be followed with the closing remarks of Stephanie Urchick our Rotary International Representative.
