- Reach Counseling Services served 865 clients in
their counseling division in 1999. This is an increase of
29% over 1998.
- Over 15,000 children were served in its prevention
education program which is a 20% increase over 1998.
- Sexual assault increased by 18% in Winnebago County
and 56% in the city of Oshkosh from 1997 to 1998.
- It costs upwards of $180,000 to try and incarcerate
the average sex offender; sex offender treatment costs $2,000-$3,000
-- and it works -- recidivism is reduced substantially with appropriate
treatment.
- There were 572 reports of child sexual abuse in
Winnebago County in 1998.
