Chairman Abe Eckstein called the Town of Winchester town board meeting to order. Present were Abe Eckstein, John Reinert, Ben Joas and Sharon Mathison. Also present were Dan Buser, Dave DeKeyser, Fire Chief Tim Franz Oshkosh, Scott Mathison, Fire Chief Ed King Town of Neenah, Josh Schmidt, Evan Vanden Langenberg and Fire Chief Glen Mathison.
The clerk presented the town board meeting minutes of January 4, 2010.
Supervisor Joas made a motion to approve the January 4, 2010 town board meeting minutes with the corrections, seconded by Supervisor Reinert. Roll calls all ayes. Motion carried.
1. Town hall addition update.
Supervisor Joas stated that he has contacted Keller Structures and Martenson & Eisele to submit proposals regarding the final design phase and bidding process we need to go through to get bids and bring the proposed town hall addition to the town voters.
2. Resolution #23 authorizing Deputy town clerk and Deputy town treasurer as signatories at town depositories to sign checks.
Supervisor Reinert made a motion to approve Resolution #23, seconded by Supervisor Joas. Roll calls all ayes. Motion carried.
3. Duane Howard and Michael Poole Conditional Use Permit.
Supervisor Joas made a motion to send a certified letter to Cary Rowe, the zoning administror to delay the application made by Tim Zillges for Duane Howard and Michael Poole. That the Town of Winchester requests a 60 day delay on the conditional use permit. The Winchester town board and plan commission need time to acquire additional information from Mr. Zillges before issuing a recommendation to the County regarding his conditional use application. This information includes a reclamation plan for the proposed extraction site, the proposed extraction site’s effects on local groundwater and the wells of nearby property owners and a proposed road agreement between Zillges Materials- Mr. Zillges and the Town of Winchester, seconded by Chairman Eckstein. Roll calls all ayes. Motion carried.
4. Proposed zoning amendment change affecting the Winnebago County Zoning Ordinance - applicant is requesting a Text Amendment to amend Section 07(1) of the Winnebago County Construction Site Erosion and Storm water Management Ordinance.
No action taken on the resolution.
5. Resolution to Oppose DOR County Assessment Proposal for Town of Winchester.
Supervisor Joas made a motion to approve signing and sending the resolution to Roger Roth, Mike Ellis, Gov. Jim Doyle, Wis. Towns Association and Wis. Dept. of Revenue, seconded by Supervisor Reinert. Roll calls all ayes. Motion carried.
6. Marian Kohler, CSM, tax parcel 028-0759 and 028-075802, 5410 Lakeview Rd.
Supervisor Joas made a motion to approve Marion Kohler, CSM, seconded by Supervisor Reinert. Roll calls all ayes. Motion carried.
7. County Supervisor John Reinert for info:

b. Lucille Winkelman property.
8. District Meeting at Ripon-February 5, 2010-Board of Review.
Chairman Eckstein and Supervisor Joas will be attending.
9. MABAS-Mutual Aid Box Alarm System Agreement.
Supervisor Joas made a motion to adopt the MABAS-Mutual Aid Box Alarm System agreement, seconded by Supervisor Reinert.
Roll call ayes – Supervisor Reinert and Joas.
Roll call nay - Chairman Eckstein. Motion carried.
10. Resolution 22 Addendum, C to Mutual Aid Box Alarm system Agreement MABAS.
Supervisor Joas made a motion to adopt Resolution 22, Mutual Aid Box Alarm System-MABAS Addendum C and direct and authorize the town chairman and town clerk to sign and execute the agreement on behalf of the Town of Winchester, seconded by Supervisor Reinert.
Roll call ayes- Supervisor Reinert and Joas.
Roll call nay Chairman Eckstein. Motion carried.
Supervisor Joas made a motion to approve the bills as read, seconded by Supervisor Reinert. Roll calls all ayes. Motion carried.
Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Roll calls all ayes. Motion carried.
