January 8, 2007
A.
Meeting
called to order.
Chairman Abe Eckstein called the Town Board meeting to order. Present were Abe Eckstein, John Reinert, Doug Joas and Lona Schroll-deputy clerk, Sharon Mathison -clerk, absent. A list of residents in attendance may be obtained from the clerk.
B. Approval of meeting minutes December 18, 2006.
The deputy clerk presented the town board meeting minutes of December 18, 2006. Supervisor Reinert made a motion to approve the meeting minutes of December 18, 2006, and seconded. Motion carried.
C.
Financial
Status.
Discussion was held.
D. Public Participation: Time for Public to express their opinion on any item or address the Town Board on an issue.
E.
Old and New
Business.
1.
Joshua
Christensen, operator license.
Discussion was held. Chairman Eckstein made a motion to approve Joshua
Christensen, operator’s license, seconded by Supervisor Joas. Motion
carried.
2.
Letter from
Tom Spierowski in regards to several projects that he issued building permits.
Discussion was held to discuss with building fees and contract with Jim Emmons.
3.
Building
permit fees and contract with Jim Emmons.
Discussion was held. Fee schedule in place and contract for Jim Emmons. Tom Spierowski has sent a letter in regards that he has preformed inspections and issued new permits for December, he was wondering if he should inspect or the new building inspector should discussion was held.
Last fee schedule as of 7/20/06. Jim and the board can’t decide what schedule is the most current and what we want to use. Chairman Eckstein stated to hire Jim and come with recommendations.
Over $5,000 on a remodeling that a permit is required; spend less that $5,000 no permit on remodeling is required. The town board decides what the fees and building permits are.
Review schedule and put in fee for $300 for escrow account. Fees can be changed anytime during year. The schedule is to be redone and change the date on the contract. Chairman Eckstein made a motion to approve the contract with Jim Emmons as building inspector commencing 1/1/07 fees will be adjusted, seconded by Supervisor Joas. Motion carried.

Al Grasley,
CSM tax parcel 028-089202, 5891 Lakeview Rd.
Discussion was held. Chairman Eckstein made a motion to approve Al Grasley CSM on tax parcel 028-089202, seconded by Supervisor Joas. Motion carried.
5.
Larsen/Winchester
Sanitary District.
Discussion was held. The Town
boards of Clayton and

Town hall
and pavilion rental fees.
Discussion was held. Town hall fee was kept the same ($75.00 rental fee and $100.00 deposit fee). Pavilion fee increased to $50.00 rental and $50.00 deposit fee. Chairman Eckstein made a motion to change the Pavilion rental to $50.00 and a $50.00 deposit, and seconded. Motion carried.
7.
Chris and
Kate Pfaendtner roadway agreement.
Discussion was held. New Warranty –changed to 3 years as agreed, eliminate 12 A and B.
Revised roadway agreement- John wanted to read over all agreements and review. Chris will put it all together and bring up at the next town board meeting.
8.
Jamie and
Julie Boyce, zoning change present R-1/A-1 to proposed A- 2 tax parcel 028-0402
and 028-0391 N of
Discussion was held.
Findings:
a. Complies with land use map and complies with neighbors.
Chairman Eckstein made a motion to approve Jamie and Julie Boyce,
zoning change present R-1/A-1 to proposed A-2 tax parcel 028-0402 and
028-0391, seconded by Supervisor Reinert. Motion carried.
9.
Audit
contract with Erickson & Associates.
Discussion was held. Supervisor Reinert made a motion to approve the audit contract with Erickson & Associates, seconded by Chairman Eckstein. Motion carried.
10. Erosion control general permit.
Discussion was held. Supervisor Reinert made a motion to approve the permit, seconded Chairman Eckstein. Motion carried.
F. Correspondence.
G.
To approve
disbursements.
Discussion was held –to hold Tom Spierowski check. Supervisor Joas made a motion to not send out Tom Spierowski check and approve the other bills, seconded by Supervisor Reinert. Motion carried.
H. Adjourn.
Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
