1. Meeting called to order.

Chairman Abe Eckstein called the Town Board meeting to order. Present were Abe Eckstein, John Reinert, Sharon Mathison. Doug Joas absent. Present Dean Mathison, Tim Zillges, Jim Emmons and Rick Hanson. Present were Randy Strohmeyer, Ken Stroupe and Matt Olson from the Plan Commission.

2. Approval of meeting minutes January 8, 2007.

The clerk presented the meeting minutes of January 8, 2007.Supervisor Reinert made the motion to approve the meeting minute’s of January 8, 2007 seconded by Chairman Eckstein. Motion carried.

3. Old and New Business.
1. Building permit fees and sign contract with Jim Emmons.

Discussion was held.

2. Larsen/Winchester Sanitary District boundaries.

Discussion was held.

3. Chris and Kate Pfaendtner roadway agreement.

No one present.

4. Tim Zillges- conditional use permit.

Findings or facts:

a. May affect or damage the groundwater in the area.

b. Does not compile with the Town’s plan the plan commission recommends not to be approved.

c. Would like to see a reclamation plan.

d. Would like to see a house under construction as promised a few years ago in first conditional use permit.

e. Not enough detail to the conditional use permit.

f. Do a profile on the pond slopes and bottom.

g. A quarry permit cannot be used until a reclamation plan needs to be in our hands.

Chairman Eckstein made a motion to deny for a third time, seconded by Supervisor Reinert. Motion carried.

4. Correspondence.
1. Larsen/Winchester Sanitary meeting minutes 12-6-06.

5. To approve disbursements.

Supervisor Reinert made a motion to approve the bills as read, seconded by Chairman Eckstein. Motion carried.

6. Adjourn.

Chairman Eckstein made the motion to adjourn, seconded by Supervisor Reinert. Motion carried.
