Town Board Meeting Minutes

  1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester town board meeting to order. Present were Abe Eckstein, John Reinert, Doug Joas and Sharon Mathison. A list of residents in attendance may be obtained from the clerk.

 

  1. Approval of meeting minutes April 16, 2007.

The clerk presented the Town of Winchester town board meeting minutes of April 16, 2007. Supervisor Reinert made a motion to approve the April 16, 2007 town board meeting minutes, seconded by Supervisor Joas. Motion carried.

 

  1. Financial Status.

Discussion was held.

 

  1. Public Participation: Time for Public to express their opinion on any item or address the Town Board on an issue.
    1. Don DeCristofaro gave a report of the pavilion addition that the kitchen and restroom facilities are on schedule. This Saturday is park cleanup day. The park signs are ordered with the regulations listed on them. More landscaping stone needs to be ordered from Medina Sand & Gravel.
    2. Dave Kaphingst gave a report on his CSM and subdivision is moving forward.

 

  1. Old and New Business.
    1. Road day town roads paving and seal coat cost estimates and road survey.

Discussion was held.  Chairman Eckstein made a motion to go ahead with Country Breeze Road, Old Cty M, half of Fairview Rd., Maple Lane, Trails End, Bar L and Swenson, seconded by Supervisor Reinert. Motion carried.

 

    1. Bonnie Hillsberg- zoning change A-2 to residential zoning.

Discussion was held. She would like to split her 5 acres in half to residential lots.

 

    1. Al Anderson would like to work the land on Cty Rd II that the Town of Winchester owns.

Discussion was held. Supervisor Joas made a motion to charge $25.00 for renting the Town of Winchester property to Al Anderson on Cty Rd II with automatic renewal with all parties in agreement, seconded by Supervisor Reinert. Motion carried.

 

Supervisor Joas made a motion to rent the Town of Winchester property on Cty Rd II to Al Anderson to plant corn, seconded by Supervisor Reinert. Motion carried.

 

    1. Abe Eckstein access road to property.

Discussion was held and postponed to the next town board meeting of May 21, 2007.

 

    1. Steve Schwerin- six year term renewal approval on the Larsen/Winchester Sanitary District board.

Discussion was held and postponed to the next town board meeting of May 21, 2007.

 

    1. Resident booking use of the town hall and pavilion.

Discussion was held and postponed to the next town board meeting of May 21, 2007.

 

    1. Approval of operator license-Jessica Miller and bartender license Peter Sauer. Discussion was held. Supervisor Joas made a motion to approve Jessica Miller and Peter Sauer license, seconded by Supervisor Reinert. Motion carried.

 

    1. Approval of Lee Robbert- Class B Liquor license, Viking Supper Club.

Discussion was held. Supervisor Reinert made a motion to approve the new license of Lee Robbert-Class B License, seconded by Supervisor Joas. Motion carried.

 

    1. Allowing Town of Winchester residents to dump yard waste at the Town of Clayton yard waste site.

Discussion was held. Supervisor Joas stated that he checked with Craig Clark administrator from the Town of Clayton that they would need $200.00 a month and $5.00 per resident. Chairman Eckstein made a motion to deny the Town of Clayton agreement on the waste site with the Town of Winchester, seconded by Supervisor Reinert. Motion carried.

 

    1. Winnebago County Planning and Zoning- applicant is requesting a text amendment to delete and recreate Section 17.13(6) of the Zoning Ordinance, Adult Entertainment Overlay District (AEO).

Discussion was held.  Chairman Eckstein made a motion to disapprove of the request that the town has no input being under county zoning, seconded by Joas. Motion carried.

 

    1. Tim, Zillges, Appellant is appealing the granting of a Conditional Use Permit (Permit No. 06-C U-019, issued 02/06/07)  to Tim Zillges for the purpose of extracting sand in order to create a wildlife pond.

Discussion was held.

 

    1. Winnebago County Planning and Zoning office will hold a Public Hearing May 29, 2007 - applicant is requesting a Land Use Plan Amendment to amend the future land use maps for the Towns of Algoma, Clayton, Menasha, Neenah, Omro, Utica, Vinland, Winchester and the City of Omro.

Discussion was held.

 

    1. Appoint board member to be on the Joint Fire Department Equipment replacement Committee.

Discussion was held. Chairman Eckstein made a motion to approve Doug Joas to be on the joint Fire Department Equipment replace committee, seconded by Supervisor Reinert. Motion carried.

 

  1. Correspondence.
    1. Letter to Senator Mike Ellis from resident Ken Stroupe.

 

  1. To approve disbursements.

Supervisor Joas made a motion to approve the bills as read, seconded by Supervisor Reinert. Motion carried.

 

  1. Adjourn.

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas.  Motion carried.
