Town Board Meeting and Plan Commission Meeting Minutes

  1. Meeting called to order.

Chairman Abe Eckstein called the town board meeting to order. Present were Abe Eckstein, John Reinert, Doug Joas and Sharon Mathison. Residents present were Tracy Jacobson, Le Roy Zeinert, Ken Stroupe, Randy Strohmeyer, George Dearborn, Dave Kaphingst, Mark Severson, Scott & Stacy Sprenger and Bruce Blackburn.

 

  1. Approval of meeting minutes June 4, 2007.

The clerk presented the town board meeting of June 4, 2007. Chairman Eckstein made a motion to approve the meeting minutes of June 4, 2007, seconded by Supervisor Reinert. Motion carried.

 

  1. Public Participation: Time for Public to express their opinion on any item or address the Town Board on an issue.
    1. LeRoy Zeinert stated that Don DeCristofaro has resigned from the Park Committee. The Plumbing and electric are not done and painting of the floors.
    2. Mark Severson stated that Hwy 45 and Grandview Road need to close that intersection due to many accidents of people turning. .

 

  1. Old and New Business.
    1. CD renewal 70485044.

Discussion was held. Supervisor Joas made a motion to go with the high balance savings having the higher interest rate, seconded by Supervisor Reinert. Motion carried.

 

    1. Willow Pines Annual License.

Discussion was held. Supervisor Joas made a motion to approve Willow Pines Annual License July 1, 2007 to June 30, 2008, seconded by Supervisor Reinert. Motion carried.

 

                  3.  Class A License

a. Kwik Trip Class A and cigarette license 5600 Cty Rd. II July 1, 2007- June 30, 2008.

Discussion was held. Supervisor Joas made a motion to approve Kwik Trip Class A and cigarette License, seconded by Supervisor Reinert. Motion carried.

 

                  4.   Class B License, July 1, 2007 to June 30, 2008

                        A. Dan Draeger, Antler’s Sport Bar and Grill.

Discussion was held. Supervisor Joas made a motion to approve Dan Draeger Antler’s Sport Bar and Grill license, seconded by Supervisor Reinert. Motion carried.

 

                        B. Dean Hinske, Winchester Golf Course

Discussion was held. Supervisor Reinert made a motion to approve Dean Hinske, Winchester Golf Course license, seconded by Supervisor Joas. Motion carried.

 

                        C. Lee Robbert, Viking Supper Club

Discussion was held. Supervisor Reinert made a motion to approve Lee Robbert, Viking Supper Club license, seconded by Supervisor Joas Motion carried.

 

                        D. Theodore Olson, Winchester Game Farm

Discussion was held. Supervisor Joas made a motion to approve Theodore Olson, Winchester Game Farm license, seconded by Supervisor Reinert. Motion carried.

 

                        E   Mark Franz, Country Inn

Discussion was held. Supervisor Reinert made a motion to approve Mark Franz, Country Inn license, seconded by Supervisor Joas. Motion carried.

5. Intergovernmental Agreement for Planning Services- Town of Menasha.

Discussion was held. Chairman Eckstein made a motion to approve Town of Menasha Intergovernmental Agreement for Planning Services for six months, seconded by Supervisor Joas. Motion carried.

 

6.  Jeff Scott Olson Law Firm-Re: Winnebago County Zoning and Planning Committee’s Proposed Amendment to Adult Entertainment Overlay Zoning Provision.

Discussion was held. Chairman Eckstein made a motion to disapprove the proposed amendment to adult entertainment overlay zoning provision and stand by our last decision, seconded by Supervisor Joas. Motion carried.

 

            7.  Tim Zillges appeal.

Discussion was held. Public Hearing was held May 29, 2007 and the deliberation was June 7, 2007. A decision was made 3-2. Chairman Eckstein made a motion to continue with Appeal, seconded by Supervisor Joas. Motion carried.

 

8.      Wingate-David and Karen Kaphingst

a.      Preliminary plan, Drainage plan, Sewer plan, Storm Water Management & Erosion Control Report

Discussion was held. Chairman Eckstein made a motion to approve Wingate subdivision preliminary plan, drainage plan, sewer plan and storm water management and erosion control submitted by Martenson and Eisele, seconded by Supervisor Joas. Motion carried.

 

                  9.  Home Town Building and Remolding, LLC- house moving –south of 

                        8204 Steeple Hill Dr.

Discussion was held. Supervisor Joas made a motion to approve Home Town Building and Remolding house moving permit, seconded by Supervisor Reinert. Motion carried.

 

        E. Correspondence.

a.   Larsen/Winchester Sanitary Meeting Minutes-April 4, 2007.

b.      Rural Mutual Insurance regarding policies.

c.       Fox Cities Amateur Radio Club-Saturday-June 23, 2007.

d.       

        F. To approve disbursements.

Supervisor Joas made a motion to pay bills as read, seconded by Supervisor Reinert, seconded by Supervisor Reinert. Motion carried.

 

        G. Adjourn.

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
