  1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester Town Board meeting to order. Present were Abe Eckstein, John Reinert, Doug Joas, Sharon Mathison. Residents in attendance were Randy Strohmeyer, Ken Stroupe, Isaiah Tate, Bonnie Hillsberg, Craig Rider, Barb Rumlow, Diane Luedtke and Jeff Ujazdowski.

 

  1. Approval of meeting minutes July 16, 2007.

The clerk presented the Town of Winchester town board meeting minutes of July 16, 2007. Supervisor Joas made a motion to approve the July 16, 2007 town board meeting minutes, seconded by Supervisor Reinert. Motion carried.

 

  1. Financial Status.

Discussion was held.

 

  1. Old and New Business.
    1. Tim Zillges-Conditional Use Appeal.

Discussion was held. Corporate Council was not prepared postponed to Sept. 15, 2007; it will then be on the docket in November.

 

    1. Bonnie Hillsberg zoning change tax parcel 028-0910-01. Present zoning A-2 to proposed zoning R-1.

a.       Plan Commission denied zoning change.

Discussion was held. Supervisor Reinert made a motion to approve the request from A-2 to R-1, seconded by Chairman Eckstein. Motion carried.

 

    1. Rick Luft building permit.

Discussion was held. Supervisor Joas made a motion to only charge regular fee, seconded by Supervisor Reinert. Motion carried.

 

    1. Snowplowing bids.

Discussion was held. Supervisor Joas made a motion lay over bids to the next meeting, seconded by Supervisor Reinert. Motion carried.

 

    1. Isaiah Tate Certified Survey Map, tax parcel 028-0509 and 028-050702, 6885 Cty Rd II, Larsen.

Discussion was held. Chairman Eckstein made a motion to approve Isaiah Tate CSM, seconded by Supervisor Reinert. Motion carried.

 

    1. Bartender licenses at Antler’s-Michael O’Neill, Mandi Jorgenson and Keri Lee Kranksi O’Neill.

Discussion was held. Supervisor Joas made a motion to approve Michael O”Neill, Mandi Jorgenson and Keri O’Neill bartender license, seconded by Supervisor Reinert. Motion carried.

 

    1. Town of Menasha, George Dearborn-applicant is requesting an amendment to the Winnebago County Zoning Ordinance to amend Sections 17.13-A (1).

Discussion was held. Supervisor Reinert made a motion to approve as presented with findings of it made it more workable, seconded by Supervisor Joas. Motion carried.

 

    1. Winnebago County Highway Maintenance Agreement.

Discussion was held. Maintenance Agreement postponed to the next meeting.

 

    1. Order to abate violation- failure to maintain septic tanks.

a.        June 6, 2007.

  1. To approve disbursements.

Supervisor Joas made a motion to approve the bills as presented, seconded by Supervisor Reinert. Motion carried.

 

  1. Adjourn.

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
