  1. Meeting called to order.

Chairman Abe Eckstein called the Public Hearing to order on the Wingate Plat- Dave Kaphingst property annexation to the Larsen/Winchester Sanitary District. Present were Abe Eckstein, Doug Joas and Sharon Mathison. Residents in attendance were David Uvaas, Bill Bauer, Pamela Luedtke, Ben Joas, Dennis Clark and Lona Schroll

Supervisor Joas made a motion to adjourn, seconded by Chairman Eckstein. Motion carried.

Town Board Meeting Minutes

September 17, 2007

7:00P.M.

 

  1. Meeting called to order.

Chairman Eckstein called the town board meeting to order. Present were the same people listed from the Public Hearing.

 

  1. Approval of meeting minutes September 5, 2007.

The clerk presented the Town of Winchester Town board meeting minutes of September 5, 2007. Supervisor Reinert made a motion to approve the town board meeting minutes of September 5, 2007, seconded by Supervisor Joas. Motion carried.

 

  1. Public Participation: Time for Public to express their opinion on any item or address the Town Board on an issue.
    1. Dennis Clark came before the town board with drainage concerns. Dave Kaphingst plat retention pond was draining into to his property.

 

    1. Lona Schroll came before the town board stating that she had a request from a lady from Pewaukee that she was requesting a list of all dog owners with addresses in the Town of Winchester. The town board felt that she was going to sell the names and should contact the County because they also have the same list.

 

  1. Old and New Business.
    1. Annexation of Wingate-Dave Kaphingst plat to the Larsen/Winchester Sanitary District.

Discussion was held.

Supervisor Joas made a motion to approve the annexation of Wingate- Dave Kaphingst plat to the Larsen/Winchester Sanitary District, seconded by Chairman Eckstein. Motion carried.

 

    1. Michael Wohler’s property.

Discussion was held.

Supervisor Joas made a motion to recommend that Michael Wohler’s property that is two acres be B3 and the rest be A-1, seconded by Supervisor Reinert. Motion carried.

 

    1. Close West side of Grandview Road.

Discussion was held.

Chairman Eckstein made a motion to proceed with a Public Hearing closing Grandview Road, seconded by Supervisor Joas. Motion carried.

Roll call – ayes, Abe Eckstein and Doug Joas; Nay – John Reinert.      

 

    1. Gene & Pamela Luedtke, owner; applicant Bill Bauer-applicant is requesting a zoning change to A-2(General Farming) and R-1 (|Single Family non-subdivided in order to create 4 lots over 5 acres and 4 lots less than 5 acres in size.

Discussion was held.

Supervisor Reinert made a motion to approve the Gene & Pam Luedtke, owner, applicant Bill Bauer zoning change to A-2 and R-1, seconded by Supervisor Joas. Motion carried.

 

    1. Transcript of the Winnebago County Board of Adjustment Deliberative Session on June7, 2007.

Discussion was held.

 

  1. To approve disbursements.

Supervisor Reinert made a motion to pay the bills as read, seconded by Supervisor Joas. Motion carried.

 

  1. Adjourn.

Chairman Eckstein made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
