Town Board Meeting Minutes

  1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester town board meeting to order. Present were Abe Eckstein, John Reinert, Doug Joas, Lona Schroll and Sharon Mathison. Residents present were Tim Behling, Ben Joas, David Uvaas, Nancy Kinney, Mildred Brecklin, Dave Kaphingst, and Glenn Van Oudenhoven.

 

  1. Approval of meeting minutes – October 1, 2007.

The clerk presented the Town of Winchester town board meeting minutes of October 1, 2007. Supervisor Reinert made a motion to approve the town board meeting minutes of October 1, 2007, seconded Supervisor Joas. Motion carried.

 

  1. Public Participation: Time for Public to express their opinion on any item or address the Town Board on an issue.

Nancy Kinney and Mildred Brecklin came before the town board in regards to a CSM pertaining to dividing Mrs. Brecklin’s land. The recommendation from the Plan Commission that the litigation of some of the land be resolved before the CSM should be looked at.

 

  1. Old and New Business.
    1. Wingate final plat.

Discussion was held. Supervisor Joas made a motion to approve Wingate final plat, seconded by Supervisor Reinert. Motion carried.

 

    1. Joint Powers Agreement with Winnebago County Sheriff Department.

Discussion was held. Supervisor Reinert made a motion to approve the Joint Powers Agreement with Winnebago County Sheriff Department, seconded by Supervisor Joas. Motion carried.

 

    1. Tim Zillges final hearing November 5, 2007.

Discussion was held.

 

    1. Close Grandview Road and Hwy 45.

Discussion was held.

 

    1. Certificate of Deposit account number ending in 4832 renew.

Discussion was held. Chairman Eckstein made a motion to put the CD in High Balance Savings which has a higher interest rate, seconded by Supervisor Reinert. Motion carried.

 

    1. Ordinance authorizing the Clayton/Winchester Fire Department to hold volunteer funds.

A discussion was held and to have the town attorney look the ordinance over.

 

    1. 2008 Budget.

Discussion was held and worked over.

 

  1. Correspondence.
    1. Patrick Dewane- order to abate violation.
    2. Town of Menasha, applicant is requesting a text amendment change (See sheet) (was adopted).

 

  1. To approve disbursements.

Supervisor Joas made a motion to approve the bills as read, seconded by Supervisor Reinert. Motion carried.

 

  1. Adjourn.

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
