  1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester town board meeting to order. Present were Abe Eckstein, John Reinert, Doug Joas and Sharon Mathison. Residents present were Nancy Kinney, Doug Tate, Mark Severson, Ben Joas, Dennis Dobberstein and Keith S.

 

  1. Approval of meeting minutes – November 5, 2007.

The clerk presented the Town of Winchester meeting minutes of November 5, 2007. Supervisor Joas made a motion to approve the November 5, 2007 meeting minutes, seconded by Supervisor Reinert. Motion carried.

 

  1. Old and New Business.
    1. 2008 Budget to discuss and adopt.

Supervisor Reinert made a motion to adopt the 2008 Budget, seconded by Supervisor Joas. Motion carried.

 

    1. Chase CD ending in 5045 renewal notice.

Discussion was held. Supervisor Joas made a motion to leave the CD as is at 4.75%, seconded by Supervisor Reinert. Motion carried.

 

    1. Mildred Brecklin, Nancy Kinney Certified survey map for, tax parcel 028-0520, 6675 County Rd II.

Discussion was held. Supervisor Joas made a motion to approve the CSM of Mildred Brecklin, Nancy Kinney, seconded by Supervisor Reinert. Motion carried. Roll call ayes- Joas and Reinert. Nay- Abe Eckstein.

 

    1. Carl Kohler, Certified survey map, tax parcel 028-0759 and 028-075901 5394 Lakeview Road.

Discussion was held. Supervisor Joas made a motion to approve Carl Kohler, CSM, seconded by Supervisor Reinert. Motion carried.

 

    1. Dennis Dobberstein, Certified Survey map and zoning change A-1 to A-2, 9608 and 9679 Sand Pit Road. Applicant is requesting a Zoning Change to A-2 (General Farming) in order to expand existing parcel over 5 acres in size and to create one new parcel over 5 acres in size.

Discussion was held. Supervisor Reinert made a motion to approve the CSM and zoning change for Dennis Dobberstein, seconded by Supervisor Joas. Motion carried.

 

    1. Christopher Pfaendtner, Saddleback Lane paved Town Board needs to sign off on roadway agreement.

Discussion was held.  To delay for two weeks and check out if a culvert is needed. Supervisor Joas made a motion to have Atty. Sorenson check over for signing off on Saddleback Lane with the understanding that the road should stand up for two years, seconded by Chairman Eckstein. Motion carried.

 

    1. Winnebago County Board of Supervisors sanitary system special assessment.

Discussion was held. Delay for two weeks.

 

    1. Atty. Robert Sorenson letter – in regards to recommendation that Atty. Richard Carlson continue on Tim Zillges matter.

Discussion was held. Supervisor Reinert made a motion to proceed having Atty. Sorenson forward his information on the Tim Zillges matter to Atty. Richard Carlson to give us his opinion, seconded by Supervisor Joas. Motion carried.

 

    1. Clayton/Winchester Firefighters to hold volunteer funds amendment ordinance.

Discussion was held. Supervisor Joas made a motion to make a delay on voting on the firefighter ordinance until January, seconded by Supervisor Reinert. Motion carried.

  1. To approve disbursements.

Supervisor Joas made a motion to approve the bills as read, seconded by Supervisor Reinert. Motion carried.

  1. Adjourn.

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
