  1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester Town Board meeting to order. Present were Abe Eckstein, John Reinert, Doug Joas and Sharon Mathison. Others present were Matt Olson, Keith S., Robert Trader, Bill Bauer and Ben Joas.

 

  1. Approval of meeting minutes December 3, 2007.

The clerk presented the meeting minutes of the town board of December 3, 2007. Supervisor Reinert made a motion to approve the December 3, 2007 town board meeting minutes, seconded by Supervisor Joas. Motion carried.

 

  1. Public Participation.

1. Roger Roth, State Representative talked on certain bills

 

  1. Old and New Business.
    1. CSM and Zoning change Owner Thomas Kolasinski and Robert Trader applicant, tax parcel 028-0386, 028-388, 028-0389 and 028-0403, 8605 oak Lane, A-2 to R-1. Applicant is requesting a zoning change to R-1 (Single Family Non-subdivided) for development of two residential lots.

Discussion was held. Supervisor Reinert made a motion to approve the CSM but not approve the zoning change, seconded by Chairman Eckstein. Motion carried.

Findings:

a.        Plan Commission approved.

b.       Existing use of land will not change.

 

    1. Zoning change William Bauer A1 to  A2, tax parcel 028-0264, ¼ mile West of 9201 Bison Rd., applicant is requesting a zoning change to A2 (General Farming) for development of three agricultural lots.

Discussion was held. Supervisor Joas made a motion to approve the zoning change, seconded by Supervisor Reinert. Motion carried.

Findings:

a.        Plan Commission approved.

b.       Land is not being farmed.

 

    1. Land Division Ordinance fines and penalties page 3.

Discussion was held. Chairman Eckstein made a motion to have the Plan Commission review the fee schedule and set the fee schedule, seconded by Supervisor Joas. Motion carried.

 

    1. Plan Commission submits Land Division Ordinance to Town Board.

Discussion was held. Supervisor Reinert made a motion to send the Land Division ordinance for review to the lawyer, seconded by Supervisor Joas. Motion carried.

 

    1. Winnebago County Board of Supervisors sanitary system special assessment.

Discussion was held that it was mandated by the Winnebago County Board.

 

    1. 2008 Winnebago County Per Capita Funding program.

Discussion was held. Supervisor Joas made a motion to apply for 2008 Winnebago County Per Capita Funding program, seconded by Supervisor Reinert. Motion carried.

 

    1. Election workers for a two year term 2008-2009.

Discussion was held. Chairman Eckstein made a motion to approve the election workers for a two year term 2008-2009, seconded by Supervisor Joas. Motion carried.

 

    1. Add on office space.

Discussion was held to place the adding on to the office on the Annual Meeting agenda.

 

    1. Budget transfers.

Discussion was held.

Budget transfers out of Other Mis. Financing (Board expense -339, Legal -2,623, Auditor -200, Constable -464, Fire Protection -178, Building Inspection 3,235, Well monitoring -40, Town hall expense -460. Chairman Eckstein made a motion to approve the budget transfers that the clerk gave, seconded by Supervisor Reinert. Motion carried.

 

    1. Fund balance transfers.

Discussion was held.

Fund balance transfers from Highway -39,219 to 2007 Budget Streets, from Fund balance Park and Recreational to 2007 Friendship Trail Outlay -11,349, Fund balance Park and Recreational to 2007 Pavilion Outlay -23,296. Fund balance Engineer & Land Use -6,677 to 2007 Pavilion Outlay. Chairman Eckstein made a motion for the budget carryovers, seconded by Supervisor Joas. Motion carried.

 

    1. Tim Zillges appeal.

a.        Atty Robert Sorenson response.

b.        Atty. Richard Carlson response.

Discussion was held.

 

  1. Correspondence:
    1. Larsen /Winchester Sanitary District meeting minutes 11/7/07

 

  1. To approve disbursements.

Supervisor Joas made a motion to approve the bills as read, seconded by Supervisor Reinert. Motion carried.

 

  1. Adjourn.

Supervisor Joas made a motion to adjourn, seconded by Supervisor Reinert. Motion carried.
