  1. Meeting called to order.

Abe Eckstein called the Town of Winchester Board of Review to order. Present were Abe Eckstein, John Reinert, Doug Joas and Sharon Mathison. Also present were Tim and Brenda Card, Donna Bellis, Steve Bastian, Ben Joas, Bob Breaker and Dean Mathison.

  1. Discussion held.

Discussion was held. Chairman Eckstein made a motion that the assessment roll is not completed for the Board of Review so it’s postponed to a further date to be determined, seconded by Supervisor Reinert. Motion carried.

  1. Adjourn.

Chairman Eckstein made a motion to adjourn, seconded by Supervisor Joas. Motion carried.

  1. Meeting called to order.

Chairman Eckstein called the town board meeting to order. Same people in attendance.

  1. Approval of meeting minutes – May 19, 2008.

The clerk presented the Town of Winchester town board meeting of May 19, 2008. Supervisor Reinert made a motion to approve the May 19, 2008 town board meeting minutes, seconded by Supervisor Joas. Motion carried.

  1. Public Participation:  Time for Public to express their opinion on any item or

address the Town Board on an issue.

    1. Bob Breaker came before the town board in regards to being the Town of Winchester Emergency management person. He would like a letter in regards to errors and omissions and to be paid half of per diem He is also working for the Town of Clayton.
    2. Dean Mathison – Fire Chief, talked on the fire department fundraisers that have raised between $300,000 and $400,000 for the Towns of Clayton and Town of Winchester that was not taxpayer’s money and the equipment was donated to the Towns. The state has made a law a couple of years ago on fundraisers of Fire Departments money and the Towns are currently doing ordinances on. The recent meeting the Fire Department members had they voted on June 3, 2008 to go with the Town of Winchester’s version of the ordinance.
    3. Sauby Road – Carrie Koepp from the Sheriff’s office reported that 245 cars went on Sauby Road when the speed wagon was placed on Sauby Road for seven days but the speed wagon did not record the speeds.
  1. Financial Status.

Discussion was held.

  1. Old and New Business.
    1. Jason Bellis – rezoning land

Deputy clerk placed Jason Bellis rezoning on the agenda but the Town hasn’t received information as of yet. Could not be discussed.

    1. Duane Howard – rezoning land.

Discussion was held. Chairman Eckstein made a motion to approve Duane Howard’s zoning change from A-1 to A-2, seconded by Supervisor Reinert. Motion carried.

    1. Steve Olson – gravel cemetery driveway.

Discussion was held. Chairman Eckstein made a motion to approve the gravel on the cemetery driveway and also the town would help in doing, seconded by Supervisor Joas. Motion carried.

    1. Sorenson Law Office – Billboards and Signs Ordinance.

Discussion was held. Supervisor Reinert made a motion that this revised information should be given to the Plan Commission, seconded by Supervisor Joas. Motion carried.

    1. Glenn Johnson/Brenda Card

Discussion was held. Supervisor Reinert made a motion to approve Glenn Johnson/Brenda Card zoning change from A-1 to A-2, seconded by Supervisor Joas. Motion carried.

    1. Town of Menasha – Text Amendment

Discussion was held. Supervisor Reinert made a motion to approve the text amendment as presented, seconded by Supervisor Joas. Motion carried. Roll call ayes, Joas and Reinert. Nay Eckstein.

 

  1. To approve disbursements

Chairman Eckstein made a motion to approve the bills as read, seconded by Supervisor Joas. Motion carried.

  1. Adjourn

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
