  1. Meeting called to order.

Chairman Abe Eckstein called the Board of Review to order. Present were Abe Eckstein, John Reinert, Doug Joas and Sharon Mathison. Also present were Ben and Alice Joas and Rose Gauthier.

 

  1. Discussion held.

Board of Review July 2, 2008 – Open book from 5:00- 7:00PM and Board of Review from 7:00 to 9:00PM.Supervisor Reinert made a motion to approve July 2, 2008 – Open book from 5:00- 7:00PM and Board of Review from 7:00 to 9:00PM, seconded by Supervisor Joas. Motion carried.

 

  1. Adjourn.

Supervisor Joas made a motion to adjourn, seconded by Supervisor Reinert. Motion carried.

  1. Meeting called to order.

Same people present.

 

  1. Approval of meeting minutes – June 2, 2008.

The clerk presented the Town of Winchester town board meeting minutes of June 2, 2008. Supervisor Reinert made a motion to approve the June 2, 2008 town board meeting minutes, seconded by Supervisor Joas. Motion carried.

 

  1. Old and New Business.
    1. Class A Liquor and Beer License

A. Kwik Trip

Chairman Eckstein made a motion to approve Class A Liquor and Beer License for Kwik Trip, seconded by Supervisor Joas. Motion carried.

 

                      2.   Class B Liquor and Beer License

                            A. Viking Supper Club- Lee Robbert

                             Supervisor Joas made a motion to approve the Class B Liquor and Beer

                             License for Viking Supper Club - Lee Robbert, seconded by Supervisor

                             Reinert. Motion carried.

 

                         B.  Antler’s Sports Bar & Grill- Dan Draeger

                              Supervisor Reinert made a motion to approve the Class B Liquor and

                              Beer License Antler’s Sports Bar & Grill – Dan Draeger, seconded by

                              Supervisor Joas.  Motion carried.

 

                         C.  Winchester Game Bird Co.- Theodore Olson

Supervisor Joas made a motion to approve the Class B Liquor and Beer License for Winchester Game Bird Co., seconded by Supervisor Reinert. Motion carried.

 

                         D.  Winchester Hills Golf Course- Dean Hinske

  Supervisor Reinert made a motion to approve the Class B Liquor and   

  Beer License for Winchester Hills Golf Course- Dean Hinske,   

  seconded by Supervisor Joas. Motion carried.

 

                         E.   Country Inn – Mark Franz

       Supervisor Joas made a motion to approve the Class B Liquor and    

       Beer License for Country Inn – Mark Franz, seconded by Supervisor

       Reinert. Motion carried.

 

       3    Operator License approval.

                            A. Elaine Zitzke, Sarah Lemmers, Denis Holmes, Wendy

                                 Brockman. Ann Dahlke, Stephanie Elmer, Joette Strook,

                                 Katherine Joas, Peggy Elmer, Evan Schmidt, Kari Joas and

                                 Diane Marks.

                            Supervisor Reinert made a motion to approve operator licenses

                            of Elaine Zitzke, Sarah Lemmers, Denis Holmes, Wendy

                            Brockman, Anna Dahlke, Stephanie Elmer, Joette

                            Strook, Katherine Joas, Peggy Elmer, Evan Schmidt, Kari Joas

                            and Diane Marks, seconded by Supervisor Joas. Motion carried.

 

                     4.    Bartender licenses approval.

                                        A. Kalyn Robbert, Kelly Elgersma, Melissa Schnell, Amber

                                             Schultz, Robert Tellock and Sarah Lewis.                           

   Supervisor Reinert made a motion to approve bartender licenses

   of Kalyn Robbert, Kelly Elgersma, Melissa Schnell, Amber

   Schultz, Robert Tellock and Sarah Lewis and seconded by      

   Supervisor Joas. Motion carried.

 

       5.    Cigarette License

A. Kwik Trip

            Supervisor Joas made a motion to approve the cigarette license of

            Kwik Trip, seconded by Supervisor Reinert. Motion carried.

 

 

 

                   6.    Willow Pines Mobile Home Park License.

                           Supervisor Reinert made a motion to approve Willow Pines Mobile    

                           Home Park license, seconded by Supervisor Joas. Motion carried.

 

                     7.    Billboard and sign Ordinance.

                            Discussion was held the ordinance should be filled with the other

                            ordinances when needed.

 

                     8.    Certificate of Deposit 5045 renewal.

                            Discussion was held. Chairman Eckstein made a motion to approve

                            renewal of Certificate of Deposit 5045 for six months, seconded by

                            Supervisor Reinert. Motion carried.

 

9.        Emergency Management representative for the Town of Winchester –

       Bob Breaker –would like a letter in regards to errors and omissions and

       half of a per diem for attending meetings.

                            Chairman Eckstein made a motion to approve to send a letter to Bob

                            Breaker to not hold him responsible on errors and omissions and to

                            receive half of a per diem, seconded by Supervisor Joas. Motion carried.

    1. Larsen/Winchester Meeting minutes of May 7, 2008.

 

  1. To approve disbursements.

Supervisor Joas made a motion to approve the bills as read, seconded by Supervisor Reinert. Motion carried.

 

  1. Adjourn.

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
