Town Board Meeting Minutes

  1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester town board meeting to order. Present were Abe Eckstein, John Reinert, Ben Joas and Sharon Mathison. Also present was Rose Gauthier and Dean Mathison.

 

  1. Approval of meeting minutes September 8, 2008.

The clerk presented the town board meeting minutes of September 8, 2008. Supervisor Reinert made a motion to approve the town board meeting minutes of September 8, 2008, seconded by Supervisor Joas. Motion carried.

 

  1. Public participation: Time for Public to express their opinion on any item or address the Town Board on an issue.

Rose Gauthier came before the town board and asked what was being done with the speed limit by her house?

 

  1. Old and New Business
    1. Review Town roads.

a.       Supervisor Reinert stated that cul du sacs should be put on Lee Road, Cattail Lane, Hilltop, Bar L and Faith Road.

b.      Chairman Eckstein made a motion to approve  that Mike Siewert send the letter to Michaels Materials in regards to damage done on Breezewood Lane for hauling materials to Hwy 45 construction, seconded by Supervisor Joas. Motion carried.

 

    1. Mike Siewert- Struck & Irwin Paving -slurry seal contract and bid.

Struck & Irwin Paving contract which was previously approved was signed by Chairman Abe Eckstein and Clerk Sharon Mathison.

 

    1. Robert Buser, E of 8965 Faith Road, tax parcel 028-0449, zoning change from A-1 to R-1. In order to create a residential lot.

Chairman Eckstein made a motion to approve Robert Buser zoning change from A-1 to R-1 with the findings of:

a.       Have three R-1 lots to the east of property.

b.      Large lot to support a house.

Seconded by Supervisor Joas. Motion carried.

 

    1. Winnebago County Highway maintenance contract.

Supervisor Joas made a motion to sign the maintenance contract of Winnebago County, seconded by Supervisor Reinert. Motion carried.

 

    1. Snow plowing bids.

Chairman Eckstein made a motion to check with Logan on salt prices, seconded by supervisor Reinert. Motion carried.

 

    1. Fire Department and First Responders funds ordinance.

Supervisor Joas made a motion to approve the Fire Department and First Responders funds ordinance, seconded by Supervisor Reinert. Motion carried.

 

    1. Park Rules.

The Park rules were gone over and thought a little lengthy on paper to give to the renter of the park and pavilion (need to be retyped possibly expand into the margins.)

 

  1. Correspondence.

1.      Larsen/Winchester Sanitary District meeting minutes August 6, 2008.

2.      A Supervisor’s Toolbox, November 12, 2008.

 

  1. To approve disbursements.

Supervisor Reinert made a motion to approve the bills, seconded by Supervisor Joas. Motion carried.

 

  1. Adjourn.

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
