Town Board Meeting Minutes

1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester town board meeting to order. Present were Abe Eckstein, John Reinert, Ben Joas, Atty. Sorenson and Sharon Mathison. Also present were Ted and Russell Eckstein, Jerome Eiden, Dave De Keyser, Dick and Kerry Forrest.

2. Approval of meeting minutes:
1. October 6, 2008.

The clerk presented the Town of Winchester town board meeting minutes of October 6, 2008. Supervisor Reinert made a motion to approve October 6, 2008 town board meeting minutes, seconded by Supervisor Joas. Motion carried.

3. Old and New Business

1. Rat River access issue.

Atty. Sorenson will call Wisconsin Towns Assoc. Rick Stadelman on Tuesday to obtain them on the Rat River issue.

2. CenturyTel Utility permit.

Supervisor Joas made a motion to approve the CenturyTel utility permit, seconded by Supervisor Reinert. Motion carried.

3. 2009 Budget.

The town board worked the figures given by the clerk.

4. Building permits.

Chairman Eckstein made a motion to not charge for roofing, siding or windows as long as outside structure is not changed, seconded by Supervisor Reinert. Motion carried.

5. Radtke 2008-2009 snow removal rates- second season of 3 year agreement.

Given to inform the town board.

6. Winnebago County Health Department-well inspection report.

Given to inform the town board.

7. Duane Howard, CSM, tax parcel 028-0134 and 028-0137, 9420 Manu Rd.

Supervisor Joas made a motion to approve the Duane Howard CSM, seconded by Supervisor Reinert. Motion carried.

4. Correspondence.
1. 2009 Planning & Zoning Committee schedule.

5. To approve disbursements.

Supervisor Joas made a motion to approve the bills as read, seconded by Supervisor Reinert. Motion carried.

6. Adjourn.

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
