Town Board Meeting Minutes

  1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester Town Board meeting to order. Present were Abe Eckstein, John Reinert, Ben Joas and Sharon Mathison. Also present were Dean Mathison, Chad and Kerry Forrest and Jerome Eiden.

 

  1. Approval of meeting minutes:
    1.  October 20, 2008.

The clerk presented the Town of Winchester town board meeting minutes of October 20, 2008. Supervisor Reinert made a motion to approve the town board meeting minutes of October 20, 2008, seconded by Supervisor Joas. Motion carried.

 

  1. Financial Status

The clerk read the financial status of the town.

 

  1. Old and New Business

 

    1. Rat River access issue.

Atty. Carol Nawrocki response to Atty. Robert Sorenson letter that he sent to her at Wisconsin Towns Association.

 

 Carol Nawrocki of the Wisconsin Towns, her opinion was based on the attorney general opinion from 1973. She stated that the Town may not utilize the procedure set forth in Wisconsin Statue Section 82.27 to lay out a road across state-owned lands so as to access landlocked property.

 

    1. Dan Buser, CSM, Tax parcel 028-0449, East of 8965 Faith Rd.

Chairman Eckstein made a motion to approve Dan Buser’s CSM, seconded by Supervisor Joas. Motion carried.

 

    1. Michael Barron, bartender license.

Supervisor Reinert made a motion to approve the bartender license of Michael Barron, seconded by Chairman Eckstein. Motion carried.

 

    1. Letter from Town of Vinland-from Jerry Bougie, Winnebago County Director of Planning and Zoning.

The town board instructed the clerk to write a letter to Pat Brennand- Chairman of the Planning and Zoning committee and to Ray Batley-Chairman of Town of Vinland.

    1. 2009 Budget.

The budget was gone over with the changes that were made from the previous town board meeting.

 

  1. To approve disbursements.

Supervisor Joas made a motion to pay the bills as read, seconded by Supervisor Reinert. Motion carried.

 

  1. Adjourn.

Chairman Eckstein made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
