Town Board Meeting Minutes
November 17, 2008
7:00PM
Chairman Abe Eckstein called the Town of Winchester Town Board meeting to order. Present were Abe Eckstein, John Reinert, Ben Joas and Sharon Mathison. Also present were Dean Mathison, Steve Basler, Winnebago County Sheriff’s deputy and Mark Severson.
The clerk presented the town board meeting minutes of November 3, 2008. Supervisor Reinert made a motion to approve and strike in Old and New Business- Number One middle of second paragraph through the end, seconded by Supervisor Joas. Motion carried.
Supervisor Joas made a motion to adopt the 2009 budget as printed, seconded by Supervisor Reinert. Motion carried.
Discussion was held on terms when to begin.
Chairman Eckstein was going to call Kari Huebner on attending the Plan Commission meetings.
Supervisor Reinert made a motion to appoint Randy Strohmeyer for a three year term, seconded by Supervisor Joas. Motion carried.
Supervisor Joas made a motion to approve Duane Howard zoning change from A-1 to A-2 with findings of zoning change is compatible with surrounding area, seconded by Supervisor Reinert. Motion carried.
Town board felt that the County Zoning and Planning office should have interpreting land uses on paper so that they can have a better interpretation of what they are wanting to do.
Chairman Eckstein made a motion to disapprove of the recommended changes with findings of:
1. Present planning is OK.
2. Proposed amendments would inhibit growth.
3. Too many rules for the public.
4. Proposed amendments are too restrictive.
5. Fees are too high for services provided.
Seconded By Supervisor Joas. Motion carried.
Chairman Eckstein made a motion to approve the refuse and recycle special assessment to go from $95.10 to $104.79, seconded by Supervisor Reinert. Motion carried.
The clerk received the report on the violation from the Winnebago County Sheriff’s office.
Supervisor Reinert made a motion to pay the bills as read, seconded by Supervisor Joas. Motion carried.
Supervisor Joas made a motion to adjourn, seconded by Supervisor Reinert. Motion carried.
