Town Board Meeting Minutes

  1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester Town Board meeting to order. Present were Abe Eckstein, John Reinert, Ben Joas and Sharon Mathison. Also present were Dean Mathison, Steve Basler, Winnebago County Sheriff’s deputy and Mark Severson.

 

  1. Approval of meeting minutes:
    1.  November 3, 2008.

The clerk presented the town board meeting minutes of November 3, 2008. Supervisor Reinert made a motion to approve and strike in Old and New Business- Number One middle of second paragraph through the end, seconded by Supervisor Joas. Motion carried.

 

  1. Public participation: Time for Public to express their opinion on any item or address the Town Board on an issue.
    1. Winnebago County sheriff’s deputy-he stated that there have been a lot of break-ins in the area.

 

    1. Steve Basler- driveway Bar L is breaking up on the edges.

 

  1. Old and New Business.
    1. 2009 Budget to discuss and adopt.

Supervisor Joas made a motion to adopt the 2009 budget as printed, seconded by Supervisor Reinert. Motion carried.

 

    1. Appoint Randy Strohmeyer and Kari Huebner for a 3 year term for Plan Commission.

Discussion was held on terms when to begin.

Chairman Eckstein was going to call Kari Huebner on attending the Plan Commission meetings.

Supervisor Reinert made a motion to appoint Randy Strohmeyer for a three year term, seconded by Supervisor Joas. Motion carried.

 

    1. Duane Howard zoning change from A-1 to A-2. Applicant is requesting a zoning change to A-2 (General Farming) in order to eliminate dual zoning.

Supervisor Joas made a motion to approve Duane Howard zoning change from A-1 to A-2 with findings of zoning change is compatible with surrounding area, seconded by Supervisor Reinert. Motion carried.

 

    1. Interpreting land uses in the County Comprehensive Plan.

Town board felt that the County Zoning and Planning office should have interpreting land uses  on paper so that they can have a better interpretation of what they are wanting to do.

 

 

    1. Winnebago County Planning and Zoning Committee for the proposed zoning amendment change affecting the Winnebago County Zoning ordinance and Official Map of the Town.

Chairman Eckstein made a motion to disapprove of the recommended changes with findings of:

1.      Present planning is OK.

2.      Proposed amendments would inhibit growth.

3.      Too many rules for the public.

4.      Proposed amendments are too restrictive.

5.      Fees are too high for services provided.

Seconded By Supervisor Joas. Motion carried.

 

    1. Refuse and recycle special assessment increase from $95.10 to $104.79.

Chairman Eckstein made a motion to approve the refuse and recycle special assessment to go from $95.10 to $104.79, seconded by Supervisor Reinert. Motion carried.

 

    1. Per Winnebago County Sheriff’s Dept. -11/09/08 incident at Antler’s Sports Bar and Grill – to operator license violation.

The clerk received the report on the violation from the Winnebago County Sheriff’s office.

 

    1. Winnebago County Zoning – fee increase.

 

  1. To approve disbursements.

Supervisor Reinert made a motion to pay the bills as read, seconded by Supervisor Joas. Motion carried.

 

  1. Adjourn.

Supervisor Joas made a motion to adjourn, seconded by Supervisor Reinert. Motion carried.
