Town Board Meeting Minutes

  1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester town board meeting to order. Present were Abe Eckstein, John Reinert, Ben Joas and Sharon Mathison. Also present was Dean Mathison.

 

  1. Approval of meeting minutes December 3, 2008.

The clerk presented the town board meeting minutes of December 3, 2008. Supervisor Joas made a motion to approve the December 3, 2008 town board meeting minutes, seconded by Supervisor Reinert. Motion carried.

 

  1. Old and New Business.

 

    1. 2008 Budget Balances transfers.

The clerk presented how the budget transfers should be done. Supervisor Joas made a motion to make the budget transfers as discussed by the clerk, seconded by Supervisor Reinert. Motion carried.

 

    1. 2008 Fund balance transfers.

Supervisor Joas made a motion to approve that 2008 the Fund balances  be transferred of $702 from Recreational & Trail, $1347 from Engineering fees, $1000 from Recreational Trail and $70 from Web Page be transferred to the Highway budget fund balances carryover for a total of $3119, seconded by Supervisor Reinert. Motion carried.

 

Supervisor Joas made a motion to approve $14,504 from Highway Fund Balance and place it in the 2008 Highway budget, seconded by Supervisor Reinert. Motion carried.

 

    1. 2009 Winnebago County Per Capita Funding Program.

Supervisor Joas made a motion to approve authorizing the Town of Winchester capitol funds of $777 go to Winneconne, seconded by Supervisor Reinert. Motion carried.

 

    1. Chad Forrest, CSM tax parcel 028-0358020, 5210 North Loop Road.

Supervisor Reinert made a motion to approve Chad Forrest CSM, seconded by Supervisor Joas. Motion carried.

 

    1. Marjorie Olson, CSM tax parcel 028-0703, 028-0706, 028-0707 and 028-0708 at 5288 Grandview Road.

Supervisor Reinert made a motion to approve Marjorie Olson CSM, seconded by Supervisor Joas. Motion carried.

 

    1. Jessica Miller, Jackie Lee and Tammy Peters bartender licenses – Antler’s.

Supervisor Joas made a motion to approve Jessica Miller, Jackie Lee and Tammy Peter’s bartender licenses, seconded by Supervisor Reinert. Motion carried.

 

    1. Town of Oshkosh- applicant is requesting a text amendment to the Winnebago County Town/County Zoning ordinance in order to amend Section 17.12(4), Conditional Uses.

Supervisor Reinert made a motion to approve the Town of Oshkosh requesting a text amendment to the Winnebago County Town/County zoning ordinance, seconded by Supervisor Joas. Motion carried.

Finding:

a.       Is compatible 17.25.

 

    1. Air exhaust system for fire station.

Chairman Eckstein made a motion that the fire department should apply for a grant to help cover costs of installing the air exhaust system for the fire station, seconded by Supervisor Reinert. Motion carried.

 

    1. Should the Town of Winchester join Urban Towns?

Supervisor Reinert made a motion to not join the Urban Towns, seconded by Supervisor Joas. Motion carried.

 

    1. Plan Commission appointment.

No applicant.

 

    1. Town of Greenville Fire Dept. automatic aid.

Supervisor Joas made a motion to approve the Town of Greenville Fire Department automatic aid with the Clayton/Winchester Fire Department, seconded Supervisor Reinert. Motion carried.

 

  1. To approve disbursements.

Supervisor Joas made a motion to approve the bills as read, seconded by Supervisor Reinert. Motion carried.

 

  1. Adjourn.

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Motion carried.
