Town Board Meeting Minutes

  1. Meeting called to order.

Chairman Abe Eckstein called the Town of Winchester town board meeting to order. Present were Abe Eckstein, John Reinert, Ben Joas, Lona Schroll and Sharon Mathison. Also present were Dave Kaphingst, and Don and Eric Gorshe.

 

  1. Approval of meeting minutes

1.      December 7, 2009

The clerk presented the town board meeting minutes of December 7, 2009. Supervisor Reinert made a motion to approve the town board meeting minutes of December 21, 2009, seconded by Supervisor Joas. Roll calls all ayes. Motion carried.

 

  1. Old and New Business

1.      2009 Budget Balances transfers.

Supervisor Joas made a motion to approve the 2009 budget balance transfers as appropriately needed as reported by town clerk, seconded by Supervisor Reinert. Roll calls all ayes. Motion carried.

 

2.      2009 Fund Balance transfers.

Supervisor Joas made a motion to transfer the balance of $18,370 budget to town hall budget carryover fund, seconded by Supervisor Reinert. Roll calls all ayes. Motion carried.

 

3.      Poll workers.

Supervisor Reinert made a motion to adopt the poll list for 2010-2011 and to add Kari Joas to the list, seconded by Chairman Eckstein. Roll call ayes, Reinert and Eckstein, Abstained Joas.  Motion carried.

 

4.      Discussion of Hwy 10 and 45 on Fire and First Responder calls for Joint Fire Board.

Supervisor Reinert stated that shouldn’t we charge for services on State Highways?

 

5.      Town hall addition update.

Should check with Jim Emmons if need state approval?

 

6.      Revised 5 year Road Maintenance Plan.

The new revised 5 year Road Maintenance Plan was gone over with the corrections that were made.

 

7.      Snowplow Brynmor Road.

Supervisor Joas made a motion to approve snowplowing Brynmor Road for 2009-2010 snowplowing season, seconded by Supervisor Reinert. Roll calls all ayes. Motion carried.

 

8.      Dennis Dobberstein CSM, 9679 Sand Pit Road, Tax Parcels 028-014901 and part of 028-0155 and 028-049.

Supervisor Joas made a motion to approve the CSM of Dennis Dobberstein, 9679 Sand Pit Rd., tax parcels 028-014901, and part of 028-0155 and 028-049, seconded by Supervisor Reinert. Roll calls all ayes. Motion carried.

 

9.      Jacob Fink CSM, tax parcel 028-049701, 8531 Erickson Road.

Supervisor Joas made a motion to approve the CSM of Jacob Fink, tax parcel 028-049701, 8531 Erickson Rd., seconded by Supervisor Reinert. Roll calls all ayes. Motion carried.

 

10.  Eric Gorshe, CSM concept tax parcel 028-0549 and 028-0550 8690 Cty Rd MM.

The town board looked over the Eric Gorshe, CSM concept and advised him to have a CSM done of the property.

 

11.  Pay Deputy Clerk and Treasurer.

Supervisor Joas made a motion to establish a rate of compensation for the Deputy clerk or Deputy Treasurer of $10.00 an hour if going over amount an excess of $400.00 per year needs prior town board  authorization also needs to be bonded. The Deputy Treasurer will need to sign the signature card for signing checks. Seconded by Chairman Eckstein. Roll call ayes Eckstein and Joas. Nay Reinert. Motion carried.

 

  1. To approve disbursements.

Supervisor Reinert made a motion to approve the bills as read, seconded by Supervisor Joas. Roll calls all ayes. Motion carried.

 

  1. Adjourn.

Supervisor Reinert made a motion to adjourn, seconded by Supervisor Joas. Roll calls all ayes. Motion carried.
