Town Board and Plan Commission Meeting Minutes

April 13, 2010

6:30PM

1. Call meeting to order and roll call.

Matt Olson called the meeting to order at 6:30PM. Present were Rose Gauthier, Neil Kibler, Matt Olson, Randy Strohmeyer, Ken Stroupe, Larry Kriescher, John Reinert and Sharon Mathison. Also present were Ben Joas, Abe Eckstein, Dan Kabat, Terry Van Hout and Cary Rowe.

2. Approve meeting minutes of April 13, 2010.

Rose Gauthier made the motion to approve the meeting minutes of March 9, 2010, Neil Kibler seconded the motion. Motion passed.

3. Public Participation: Time for Public to express their opinion on any item or address to the Plan Commission and Town Board-none.

4. Cary Rowe- discussion with Land Use Plan clarification.

5. New building plan on County Salt Shed site- Cty Rd II and Hwy 45. State of Wisconsin Dept. of Transportation – Applicant Mead and Hunt, Inc. – Terry Van Hout- SW corner of N. Hansen Rd. and County Road II, Present zoning B-2/R-1/A-1 to proposed B-2 (Community Business District).

Larry Kriescher made the motion to recommend to the town board to eliminate multiple zoning to only B2 on property owned by WDOT at the SW corner of N. Hansen Road. Road maintenance on N. Hanson Road should be addressed with rezoning. Ken Stroupe seconded motion. Motion passed.

6. Dan Kabat - Legacy Builders zoned B-3 possibly would like to change zoning.

He came before the Plan Commission to discuss possible zoning change at the corner of County Rd II and west frontage road.

7. Larry Glick- CSM- tax parcels 028-490303 and 02806490501 5334 John Street –no show.

8. Zillges Materials request the Land Use Plan Amendment tax parcel 0028-0137, 028-137-02 and 028-0138 to be included in the mineral extraction district to operate sand and gravel pit on the Duane Howard and Michael Poole properties.

Plan Commission recommends to the Town Board that in order to start the process of a Land Use Plan Amendment a fee of between $400.00 to $500.00 should be added to the Fee Schedule.

9. Change name of Winneconne Wetlands to possibly Winchester Meadows.

Rose Gauthier made the motion to the town board to contact the DNR to have property off of County MM to be named Winchester Wetlands. Neil Kibler seconded motion. Motion passed.

10. George Dearborn- Agricultural District Definition Revision.

Randy Strohmeyer made the motion to leave the Agricultural District definition as is in Land Use Plan. Seconded by Ken Stroupe. Motion passed.

11. Set next date, time and agenda.

Next meeting May 19, 2010 at 6:30PM.

Agenda- 1. Public Hearing on Land Use Plan Amendment.

2. Fee schedule.

12. Adjourn.

Neil Kibler made the motion to adjourn. Rose Gauthier seconded motion. Motion passed.
